Sergei Kapkov was born 1975 in Gorky. Since 2011 he is Head of the Moscow Department of Culture. In March 2012 he also became Head of the Chukotka office of the United Russia national party, member of the General Council of United Russia. In March 2011 he resigned from the State Duma, where he was Deputy since 2007 to take up an appointment as Director of the Gorky Central Park state management company.
